Donald N. Carr, 2018 Joe Galloway Lifetime Achievement Award

The Army Public Affairs Association is pleased to recognize Donald N. Carr as the 2018 recipient of the Joe Galloway Lifetime Achievement Award in recognition of his 42 years of service to Army Public Affairs both in uniform and as a Department of the Army Civilian.

Don was the quintessential Army newspaperman, editing no less than 11 Army newspapers and magazines during his career. As a master sergeant he served as Chief of Army Newspapers and Director of Army News Operations at the Office of the Chief of Public Affairs. He taught workshops, reviewed and edited thousands of Army stories, and mentored and encouraged countless young Army journalists.


He began his civilian career as Editor of the Belvoir Eagle and later Command Information Chief at Fort Belvoir, Virginia. In February 2001, Carr was selected as the Director of Public Affairs for Fort Belvoir. A notable achievement was his expert handling of the public affairs mission during the complicated and impactful changes at Fort Belvoir brought about by implementation of the 2005 Base Realignment and Closure effort. Mr. Carr’s achievements in advocating for and maturing the command information and Army journalism missions endure and will continue far into the future.


The Joe Galloway Lifetime Achievement Award is an annual award is presented to a practitioner whose accomplishments have made sustained and major contributions to the profession of communications in support of the Army and the Army Public Affairs community.


The Army Public Affairs Association would like to express its appreciation to ScoutComms, a communication and advocacy firm dedicated to supporting veterans, for sponsoring the Galloway Lifetime Achievement Award.


Mr. Carr will receive his award at a reception Oct. 7 in Washington, D.C.
